ABSTRACT

Non-computerized
environment faces a lot of challenges when it comes to managing records
pertaining to new sports clubs registration in the ministry of SPORTS,YOUTH AND
CULTURE,Online registration system will enable officials in the ministry in charge
of registering the clubs to register new sporting clubs within Kenya, clients
who are the clubs representatives verifying their details, as well as deleting
and updating the clubs records. As new clubs are formed on a daily basis,the
population in the ministry keeps on growing, the number of clients keep
multiplying, as a result, the number of clients who goes to the ministry to
register their clubs also increases proportionally. Therefore, manual
management or file based system has become tedious in the SPORTS,CULTURE AND
YOUTH AFFAIRS ministry environment. Nevertheless, this system will help to
transfer the filling system to database management system. Online sports club
registration system will help in the storage and management of large number of
sports clubs  records. This system is

1.0 INTRODUCTION              

The proposed project of Online sports clubs
registration system aims at solving problems involved in making long queues,
human errors and easy retrieval of data. It ensures that a club can register
for a certificate and obtain it upon printing. It enables the club(s) to renew
its certificate online.

People use
an offline database system to register the groups. These demands for the
clients to be physically present.

BACKGROUND INFORMATION

 

1.1.1 Historical background

Football (or soccer as the game is
called in some parts of the world) has a long history.Football in its current
form arose in England in the middle of the 19th century.But
alternative versions of the game existed much earlier and are a part of a
football history.

The first known examples of a team game
involving a ball, which was made out of rock,occurred in  old Mesoamerican cultures over 3000 years
ago. The ball would symbolize the sun and the captain of the losing team would
be sacrificed to the gods

The first known ball game which also
involved kicking took place in China in the 3rd and 2nd
century BC under the name cuju. Cuju was played with a round ball on an area of
a squre.It later spread to Japan and ws practiced under ceremonial forms.Other
earlier variety of ball games had been known from ancient Greece.The ball was
made by shreds of leather filled with air.The first documents of balls filled
with air are from the 7th century

The most admitted story however tells
that the game was developed In England in the 12th century.In this
century games that resembled football were played on meadoows and roads in
England.Besides from kicks,the game involved also punches of the ball with the
fist.It took, however,long time until the features of todays’s football had
been taken into practice.For a long time there was no clear distinction between
football and rugby.Tere were also many variations concerning the size of the
ball,the number of players and the lengh of a match

Proper rules for the game were decided
at a meeting in Cambridge in 1848.Another important event in the history of
football came about in 1863 when the first football association was formed in
England.This also led to a standardization of the size and weight of the
ball,and also divided the game into two codes:association football and rugby

Football clubs have existed since 15th
century,but unorganized and without official status.It is therefore hard to
decide which the first football club was. Some historians suggest that it was
the Foot-Ball Club formed 1824 in Edinburgh. Earlier clubs were often formed by
former school students and the first of this kind was formed in Sheffield in
1855. The oldest among professional football clubs is the English Notts County
that was formed in 1862 and still exists today.An important step for the
emergence of teams was the industrialization that led to larger groups of
people meeting at places such as factories,pubs,churches, In bigger cities
football teams were established and the new railroads could bring them to other
cities’

 

 

   1.1.2 Theoretical background

The current system that is adopted in
the ministry of SPORTS,YOUTH AND CULTURE, takes a lot of time when it comes to
the registration of these clubs. The system is automated but it still needs
some paperwork like physical signature of the authorizing personnel like the
district officer of the region through which this particular club is formed,
therefore if the district officer is not there then there will be no
registration taking place hence taking more time to complete the registration.
Also the scope of the registration for the current system is large hence we
need to make it as brief as possible. The cost of this current system is costly
when we consider travelling of the client to the central offices for
registration.

 1.1.3 Conceptual backgrounds

Online sports club
registration can as well be known as e­-group registration, is a form
of electronic clubs
registration which allows clients to directly  register their preffered clubs online without
going to the office of  SPORTS,YOUTH AND
CULTURE over the Internet using a web browser. Alternative names are: e-group registration
and e-certificate.

1.2
STATEMENT OF THE PROBLEM

 

Data insecurity-Records
and files in the ministry are stored manually thus are not secure and can be
easily manipulated in favor of some clients. Also some records can be misplaced
thus leading to data inconsistence.

High cost-While going to
the registration offices client must use fare and as to pay high registration
fees. At the same time storing data manually requires a lot of paper work which
require high capital to purchase writing materials.

Time
consuming-In
order to register their new registration certificates and renewal existing
document clients must visit different office no matter where it is. Also
entering data manually require a lot of concentration as data entered wrongly
can lead to untidy records during correction, the much time is wasted.

Poor strategy-To
retain clients, the ministry need to deliver smooth, effective and efficient
services at the customer’s convenience, currently the ministry cannot offer but
portal online management systems will provide best service that client can
enjoy always.

 

1.4 PROJECT OBJECTIVES

The Ministry of sports,youth and culture online
registration system is new computerized systems which will have of both general
and specific objectives which are qualitatively and quantitatively analyzed.
These objectives are:

1.4.1 GENERAL OBJECTIVES

 

To develop a system that
will give the  ministry and their clients
an opportunity to access records on one platform and can also register new
clients as well as record their details.

 

1.4.2 SPECIFIC OBJECTIVES

 

1.To  register a large number
of potential clubs

This is achieved since many people
can access the website at a low cost and register and get the permit instantly.
This enables the businessmen to run their business uninterrupted.                          

 

2.To
update information on various clubs and services at free of cost-The information on the database is updated
upon club registration approval. The price is low as there is no any personnel
involved.

 

3.To design an online
club registration certificate.

 

1.5: RESEARCH HYPOTHESIS

If
registration exist, then register a large number of potential clubs

If
information is updated, then it should be free

If
an online design exists, then register club certificate

 

Developing
an error free online sports clubs registration system will assist the clients
who are distantly located from the offices of the ministry to perform the duty
of local registration within their locality.

1.6. JUSTIFICATION

Working of the Present System:

All the
work is done manually on paper and if any natural calamities occur it will take
them time to retrieve information. But the proposed project will
provide the ministry and clients’ chance to access their  records whenever they want

All data
is kept in a file and to retrieve this file some time became problem due to the
number of files that are are too many, while system will safely store and
update everything hence chance of error and data repetition or data lost is
minimized.

Online clubs
registration is good for clients because it will enable them to get best
service within short time possible without queuing and wasting more time while
the ministry is looking for file.

Clients
must visit the ministry offices if they want to see their necessary document
while system every needed information can be accessed by clients wherever they
are.

In the
ministry’s offices  one may mistakenly
misplace clients’ file but system ensure data is safely stored in a database
and retrieved whenever required.

Its
economical and cost efficiency paper work is reduced no need to employ more
workers because all task is performed by system therefore clients will be
charged reasonable price.

 

 

Disadvantages of Present System:

ü  Require much man power i.e. much efforts, much cost and
hard to operate and maintain.

ü  Since, all the work is done in papers so it is very hard to
locate a particular business operator record when it is required.

ü  Since, the present system is manual all the work is done in
papers and ink by hand so it is much costly and difficult to use and to operate
and it is also time consuming.

So the automated computerized online clubs registration is much
feasible, in cost, time, and efforts as compare to the previous manual system.

 

 

 

Proposed System:

v  It is economically feasible-it will only require a single
operator to operate the system, who is responsible for entering the data into
the database via a user interface provided to him, who can also be able to show
all the data in html tabular form so as to provide information regarding the
clients who have either taken registration or to take the registration, since
it requires only a single person to operate the whole system thus reduces the
cost to operate the system.

 

v  It is technically feasible- since the whole system will be
based on the latest technologies like php and MySQL Server which are the most
recent technologies to develop web based systems and design databases.

v  It is Behavioral feasible-since the system is providing an
attractive user interface to the operator/end user, so he feels very easy to
work onto it. Response to operator/end user is very fast and very good.

1.6 SCOPE

As it is always the case, anything that has got the
advantages tied to it doesn’t lack disadvantages even if it’s one or two. My
proposed system will have many advantages to the ministry of sports,youth and
culture though it will have some disadvantages.

My proposed system will be much easier to be
accessed by the clients who have little knowledge in computer and it will
provide much functionality to the ministry for them carry out day to day
activities without much struggle.

 

By developing the system the following facilities can be obtained:

Fast and convenient.

Increased interaction of
clients and their customers with the county management.

Attractive User Interface

ü 
It is automated computerized
web based software system.

ü  It uses latest technologies i.e. MySQL Server.

Therefore,
the ministry will have to undertake a training program for some of the newly
employed personnel in order for them to familiarize with the new implemented
system. This will cost the county some resources in order to equip their

2.0 LITERATURE REVIEW

2.1
INTRODUCTION

The
practice of charging an occupational or business license in South Carolina
dates back to the earliest municipal charters of the late 18th and
early 19th Centuries. 

Although
Spartanburg’s charter was issued in 1831, the oldest published Business License
Ordinance in the City of Spartanburg’s archive dates to 1915 and includes
classifications for

Canvassers/Drummers,
Dog and Pony Shows, Feather Renovators, Flying Jennies, Hacks, Hucksters, Organ
Grinders, and Scalpers.

 

 

 

2.2 THEORITICAL REVIEW/CONCEPTUAL FRAMEWORK

According
to Norrow (2003),the business operations of Britain sports clubs especially
football clubs are unconventional. even though they are limited liability
companiesoperating within similar legal and other governance frameworks to
other profit led business, they still exist within a different context
emotionally and socially

 

Barros and
Garcia (2010) discuss the unusually strong relationship between this companies
and its stakeholders such as its community and its supporters,and notes that
this relationship is built on a sense of belonging and identity. Furthermore,
this sense of belonging and identity is a core factor behind the unusual
business behaviour and decision making that occurs generally within football
clubs,in particular, the insatiable drive for success on the field and
disregard of financial stability (mose, 2011)

 

Tzymanski
(2008) compares the premier league to the banking businesses that failed during
the financial crisis,describing it as an association of distraught businesses
led by extravagant salaries and lifestyles, decisions making driven by short
ter gain rather than long term success,weak regulation and managers who think
they can risk everything because the business is too large or too big to fail.
According to cammiras dos el (2001), the way clubs reached this juncture is
quite similar of that which led to financial crisis.To buy the costly stars,the
club owners borrowed money from banks.By continuing to do this they created a
kind of bubble.

EXISTING SYSTEM

The system has existed in various forms though not exactly the way we
have developed it .Example is the online HELB application .One inserts the
required data which is verified and given a chance to print a form forwarded to
their office .A more businesslike is the jumia which enables people to shop
online .It has proved excellent for these systems

Advantages of the
systems

ü  The system will help them to gain expertise and command
over this sector.

ü  It
is easy to Maintenance proper data records by storing it in different for
backup.

ü  Client
are actively participated in all operations involved.

ü  Updating
client’s record is automatically done once record is entered and errors  are minimized.

ü  Client
registration report is generated and errors easily detectable.

ü  system
provide full solutions that minimize the Cost of Ownership 

 

Disadvantages of the
system

ü  The
online registration will require one to be a computer literate to be able to
apply online. Also the ministry may receive the wrong information online from
the applicants by trying to cheat.

ü  Sending
detailed group information online can present a security risk for the
applicants.

ü  Internet
service drop-offs and system timeouts can result in the loss of application
content at any point throughout the process, forcing  potential back to the beginning and enter
their details from scratch.

ü  Not
all customers know how to operate computer and to adapt the system
functionality may take time.

 

2.4 EXISTING GAP

 

 

The
system will
be able to provide unique services that have not yet
been provided before by the present system in the ministry of gender and social
welfare. The system will be highly secure, be able to replace paper work which
is very expensive due to purchase of papers, it will provide enough security
and solve the problem of information loss, incorrect entrance of data and
unauthorized access to data of admission office management.

The
system will be able to reduce the time taken to access interested clients and
their customers’ details through manual paper work since this information will
be stored in a single centralized database and many clients will be served in a
less time.

The
system will increase effectiveness of the ministry’s management due to
reduction in cost of expenditure.

2.5
CONCLUSION

 

The various management information systems from
the review of the related work provides solution to Ministry with a very wide
population of residents all over the country who were applying for various
service every day-to-day and does not suit the current situation in the country
due to manual paper work which slows down the process thus wastes lots of time.

The proposed online
group registration system will be developed to suit the specific needs of the
country residents thus providing unique features to facilitate operations of
the ministry of gender and social welfare.

2.6:
PROJECT LIMITATION

The system will be limited to users
who have internet access and devices that are able to access internet otherwise
one won’t be able to access the service of registering their group online.
